CATA to implement service changes in Delta Township Jan. 12

As a result of the recent failure of Delta Township's public transit millage proposal and the lack of alternative local funding to support public transportation services in the township, the Capital Area Transportation Authority (CATA) must reduce transit operations in the area beginning Monday, Jan. 12, 2026.
Part of the reductions include pilot programs such as the Route 3 Extension to Marketplace Boulevard and the expanded Spec-Tran service area, which will end and revert to their pre-extension boundaries prior to May 2023.
"We recognize the very real impact these service reductions will have on riders in Delta Township. Many township residents depend on CATA's Route 3 Extension and expanded Spec-Tran services to reach work, medical appointments, groceries and other daily needs," said CATA Board Chair Nathan Triplett. "These service reductions are not what CATA wanted, but without a dedicated local funding source for transit service in Delta Township, we are left with no alternative but to reduce service."
The following changes will be implemented across CATA’s fixed-route, paratransit and microtransit services:
Route 3 — Willow-Lansing Mall:
- Service will no longer operate west of the Lansing Mall. Approximately 30 bus stops along West Saginaw Highway, Canal Road, St. Joseph Highway and Marketplace Boulevard will go out of service as buses will travel to the Meijer on West Saginaw after departing the Lansing Mall.
- CATA will no longer connect to EATRAN services at Marketplace Boulevard. Route 3 riders in need of public transportation west of the Lansing Mall should contact EATRAN. Connections to EATRAN can be made at the Meijer on West Saginaw when arranged in advance.
- Monday through Sunday, buses leaving the West Saginaw Meijer for the CTC will depart 22 to 23 minutes earlier. All inbound (eastbound) stops will be impacted. Customers are encouraged to check the new Route 3 schedule for the earlier departure times in advance of heading to their bus stop.
- Route 3 will end approximately 23 minutes earlier each day.
- The 5:30 a.m. weekday trip departing the CTC for Saginaw and Waverly will be eliminated.
- After 6 a.m., all weekday Capitol Loop trips will depart 8 minutes later.
- Route 3 will connect with CATA Rydz at the Meijer on West Saginaw. Changes to the CATA Rydz zone in Delta Township are detailed below.
Spec-Tran:
- The paratransit service will no longer operate between Creyts Road and Nixon Road. Service will extend as far west as the Kroger on West Saginaw.
CATA Rydz:
- The Delta Township zone will be eliminated north of I-496 and west of I-69 between Millet Highway and Willow Highway. CATA Rydz will allow Route 3 riders to transfer to the on-demand service at the Meijer on West Saginaw. Route 12 riders will transfer to CATA Rydz at LCC West and Ollies on S. Waverly Road.
