Program Overview
The Enhanced Mobility of Seniors and Individuals with Disabilities program (Section 5310), a federal funding program locally administered by the Capital Area Transportation Authority (CATA), provides funding to support the transportation needs of individuals with disabilities and older adults. The program is designed to enhance mobility options and improve transportation services for these populations, helping them maintain their independence and participate fully in their communities. Eligible applicants include public transportation providers, government entities and non-profit organizations. Eligible projects include purchasing accessible vehicles (small buses and vans), providing mobility management services (like travel training) and improving infrastructure (including sidewalks, curb cuts and bus stops).
The funding for this program is provided by the federal government. To access these federal funds, a state or local match is required, and funding is distributed through a competitive selection process. Awards are based on factors such as project proposals and alignment with the program's goals and priorities.
The FY 2025 5310 Call for Projects is open until 5 p.m. Monday, Jan. 13, 2025.
There is $750,000 in funding available for this initial call for projects, which includes funding from previous fiscal years. Additional funds may be provided pending responses to the call.

CATA supports working with applicants to ensure that submittals are complete and as compelling as possible. Prior to the submittal deadline, CATA encourages applicants to request a one-on-one technical assistance virtual session where CATA staff may answer application questions and provide guidance on the purpose of the 5310 Call for Project goals and objectives. The virtual session can be requested by emailing PlanningTeam@cata.org.
It is the desire of CATA to provide the same information to all interested parties to ensure fairness and impartiality in the selection process. To that end, CATA will not respond to telephone inquiries or personal visits. All questions or requests for technical assistance are to be submitted in writing via e-mail to PlanningTeam@cata.org no later than 5 p.m. Wednesday, Nov. 27, 2024. Any changes made to this funding opportunity (in response to the questions or concerns raised in any technical assistance meeting or through correspondence received by CATA) will be posted as an addendum on CATA’s website. No changes will be made in the funding opportunity after such changes/ answers are distributed.
In addition to improving mobility options for seniors and individuals with disabilities, the 5310 Program also aims to support local communities in meeting the transportation needs of their residents.
